This is a fully remote position, open to applicants in United States.
• Create, sustain, and implement environmental scanning tools, templates, and protocols (e.g., PESTLE/STEEP frameworks, trend matrices, and scanning dashboards)
• Consistently monitor policy changes, research publications, demographic trends, and practices of grantees/states related to marriage, family formation, and TANF
• Generate periodic environmental scan reports that synthesize signals and trends into strategic implications for the technical assistance initiative
• Develop reusable templates and knowledge-management frameworks for the team to collect and organize intelligence
• Work in collaboration with the Policy Subject Matter Expert and Research and Data Analyst to validate and interpret scanning results
• Lead horizon-scanning and strategic-foresight sessions with the team and, when appropriate, with the client
• Suggest proactive measures and technical-assistance opportunities based on emerging trends and stakeholder requirements
• Proven experience in designing and implementing environmental scanning tools, templates, and methodologies within a research, strategy, or policy context
• Understanding of the TANF program and its family-policy landscape
• Familiarity with social and economic research pertaining to marriage that is sufficient to identify and interpret relevant signals
• Strong analytical, synthesis, and knowledge-management capabilities
• Expertise in tools for tracking, organizing, and visualizing environmental intelligence
• Exceptional written communication skills and the ability to translate scanning outcomes into actionable insights
• A Bachelor's degree is required in public policy, social sciences, information/knowledge management, business, or a related discipline
• At least five years of experience in environmental scanning, strategic foresight, research synthesis, or a closely related analytical role
• Preferred: training or credentials in strategic foresight, futures studies, or competitive/environmental intelligence
• Preferred: experience in supporting federal or human-services strategic-planning initiatives
