Director, State Licensure and Home Care Compliance

This is a fully remote position, open to applicants in United States.

📋 Description

• Manage the comprehensive multi-state licensure and compliance program from start to finish, which includes strategy formulation, roadmap development, and the prioritization of state entry based on regulatory intricacies, business requirements, timing, and feasibility.

• Act as the primary reference point for licensure statuses, deadlines, ownership responsibilities, and existing compliance risks.

• Offer clear direction to leadership regarding readiness, risks, and necessary requirements for new state expansions or modifications in services.

• Lead the identification and oversight of all state licensure, registration, certification, and renewal requirements for non-clinical home care operations.

• Keep an up-to-date inventory of regulatory obligations, application statuses, renewal timelines, and operational duties on a state-by-state basis.

• Supervise the preparation, submission, and monitoring of applications, renewals, amendments, and mandatory filings.

• Investigate and track certificate of need requirements, moratoriums, exemptions, and other state-specific entry barriers.

• Direct the creation and upkeep of necessary policies and procedures to ensure compliant operations across states, while coordinating with external regulatory consultants.

• Identify deficiencies in policies, procedures, or practices and lead corrective actions.

• Oversee preparedness for audits, inspections, surveys, and transaction diligence, which includes evidence management and conducting mock reviews.

• Manage state-specific requirements for administrators, alternate administrators, supervisors, and other essential operational roles.

• Collaborate with HR, recruiting, and operations to ensure that required qualifications, documentation, appointments, and transitions are handled effectively, minimizing licensure risks due to staffing changes.

• Lead and nurture the licensure team, starting with the Licensing Associate, by establishing priorities, standards, and accountability.


⛳️ Requirements

• A Bachelor’s degree in healthcare administration, business, public health, compliance, regulatory affairs, or a related discipline.

• At least seven years of experience in healthcare compliance, regulatory operations, or licensure.

• Proven ability to interpret state regulations and translate those requirements into actionable operational strategies.

• Experience in developing policies, procedures, controls, and compliance tracking systems.

• Demonstrated experience in leading teams or programs and fostering accountability among cross-functional partners without direct authority.

• Excellent written and verbal communication skills, particularly with senior leadership.

• Strong judgment in risk identification, problem-solving, and escalation processes.
