This is a fully remote position, open to applicants in United States.
• Lead the compliance team while cultivating a high-performance culture centered on precision, accountability, and ongoing enhancement.
• Oversee and address issues related to HUD vouchering, contract renewals, and the preparation and responses for Management and Occupancy Reviews (MOR).
• Ensure the prompt evaluation of tenant move-ins and annual income certifications and re-certifications for properties regulated by LIHTC, HUD, and HOME.
• Assist property operations by guaranteeing the proper application of LIHTC, HOME, tax-exempt bond, and other program regulations.
• Support agency and investor file reviews and physical inspections by examining files, reporting deficiencies, clarifying questions, compiling documentation, and coordinating responses.
• Maintain income limits, rent limits, and utility allowances while coordinating annual rent adjustments.
• Oversee or prepare submissions for HUD HAP vouchers, Operating Cost Adjustment Factor (OCAF), budget-based rent increases, management agent certification renewals, MOR, and REAC.
• Ensure timely and accurate annual owner certifications for occupancy and program compliance.
• Supervise internal compliance review software and manage file review deadlines.
• Support Yardi Systems compliance controls for income set-asides, rents, and utility allowances.
• Review, submit, and track first-year files for syndicator audits and Quality of Service (QOS) reports.
• Aid in compliance planning and implementation for newly acquired properties, ensuring their integration into compliance processes.
• Develop staff potential through collaboration, teaching, mentoring, and performance assessments.
• Conduct and oversee both individual and group training sessions.
• Resolve ambiguous eligibility and household file decisions, consulting with the VP of Compliance Services when necessary.
• Monitor regulatory agreements and manage special claims submissions, including approvals and denials.
• Develop and supervise internal reporting controls, compliance matrices, and occupancy-rule tracking.
• Communicate program changes to field personnel and standardize monthly reporting to external entities.
• Complete special projects and other assigned responsibilities.
• Minimum of seven years in property or real estate management is required.
• At least seven years of experience in affordable housing compliance along with management experience is necessary.
• A minimum of four years in management roles is required.
• Experience at both property-level and corporate-level is strongly preferred.
• A Bachelor’s Degree or equivalent industry experience is required.
• HCCP or an equivalent tax credit housing certification is mandatory.
• CPO or COC certification is preferred.
• Ability to comprehend LIHTC, HUD, and other affordable housing programs is essential.
• Strong verbal and written communication skills are crucial.
• Highly organized with a keen attention to detail is required.
• Ability to plan and prioritize workload effectively is necessary.
• Capability to communicate and interact efficiently with management, the public, clients, potential clients, and vendors is essential.
• Strong negotiation and conflict-resolution skills are required.
• Must maintain strict confidentiality and discretion.
• Ability to manage multiple tasks and meet critical deadlines while ensuring accuracy and quality is necessary.
