This is a fully remote position, open to applicants in Arizona, +14 more states.
• Oversee the execution calendar for insurance products, from design translation to filing, implementation, and continuous optimization; serve as the central hub for department PMO activities.
• Ensure alignment between product intentions, regulatory requirements, and operational outcomes in collaboration with the Strategic Programs Organization.
• Collaborate with insurance product leadership to convert strategy into actionable execution plans.
• Advocate for performance tracking and process enhancement.
• Implement ACA filing components specific to insurance products across Oscar's markets.
• Supervise the creation of essential artifacts (e.g., PBT, SOB, SBC, and benefit documentation) through internal systems.
• Coordinate contributions to ensure readiness for filing and adherence to timelines.
• Manage responses to regulatory objections and escalations.
• Oversee QA frameworks, validation processes, and quality standards for product execution and filing outputs.
• Establish execution rhythms, milestones, and governance throughout the product lifecycle.
• Promote standardization of processes and ongoing improvements.
• Address risks, dependencies, and data inconsistencies.
• Implement reporting mechanisms to monitor progress, risks, and performance.
• Oversee production readiness and scheduling for filing outputs.
• Enforce controls (e.g., freeze windows, change governance) during critical periods.
• Manage version control standards to ensure outputs are precise and traceable.
• Serve as an escalation point for vendors involved in product execution and QA, managing their performance and delivery.
• Act as the central execution hub among Insurance product and other leaders.
• Enhance clarity on priorities and timelines; lead implementation forums and resolve issues.
• Supervise team members responsible for product execution and QA.
• Establish priorities, performance expectations, and staffing/development plans.
• Develop team capabilities in product execution, regulatory knowledge, and operational excellence.
• Lead end-to-end regulatory QHP filing execution, ensuring accurate, compliant submissions.
• Establish execution rhythms, monitor milestones, identify risks, and facilitate issue resolution.
• Support leadership decision-making with clear updates and recommendations.
• Mentor and guide associate-level execution staff.
• Ensure compliance with all applicable laws and regulations.
• Perform other duties as assigned.
• A minimum of 10 years of experience in insurance product (IFP and Small Group) execution, regulatory filings, and related roles.
• At least 5 years of experience in a managerial capacity.
• Over 5 years of hands-on experience with health insurance regulatory filing processes, particularly ACA and state-specific regulatory filings/environments.
• A proven track record of 4+ years leading complex QA and production workflows.
• Minimum of 4 years of experience with understanding controls, documentation standards, and version management.
• 3+ years of experience working closely with senior leaders, supporting execution through planning, prioritization, and operational rhythm.
• 3+ years of project management experience, handling complex partner calendars, forums, and meeting rhythms to ensure the progress of critical work.
• 3+ years of experience managing third-party vendors.
