Deputy Chief Regulatory Officer, Derivatives

📋 Description

• Oversee the daily operations of CDE's Market Regulation Department as the second-in-command, ensuring continuity and decision-making in the absence of the Chief Regulatory Officer.

• Enhance CDE's compliance framework across all relevant CFTC regulatory standards by identifying deficiencies and implementing corrective measures.

• Lead the coordination of internal and external examinations and audits, managing responses and ensuring prompt resolution of findings.

• Collaborate with CDE trade surveillance teams to review escalated cases, evaluate potential rulebook infringements, and determine suitable enforcement measures.

• Foster cross-departmental alignment by advising CDE staff and partner teams on DCM Core Principles, CFTC regulations, and CDE's rulebook and policies.

⛳️ Requirements

• A minimum of 7 years of experience providing compliance and regulatory support for CFTC-registered designated contract markets (DCMs) or derivatives clearing organizations (DCOs).

• Proven experience engaging directly with senior staff from the CFTC, including those from the Division of Market Oversight, Division of Clearing and Risk, and Market Participants Division.

• Extensive knowledge of CFTC Core Principles with a demonstrated ability to analyze and apply them to ensure DCM compliance with relevant regulations.

• Strong understanding of market fundamentals, trading practices, investigative and surveillance methods necessary to assess complex potential violations.

• Established ability to consolidate regulatory observations into clear written memoranda, reports, and information requests for stakeholders at all levels, including regulators.

• Proven history of managing multiple concurrent regulatory workstreams involving cross-functional stakeholders while maintaining quality and meeting deadlines.

• Responsible utilization of generative AI, ensuring human oversight to produce business-ready outputs and achieve measurable improvements in workflow efficiency, cost, and quality.
