This is a fully remote position, open to applicants in Virginia.
• Identify key reporting and analytics use cases (such as a comprehensive participant overview, pension computations, compliance analytics, and communications for inactive populations) and align them with data, security, and tooling requirements.
• Develop the governance framework for the Data Hub, which includes data classification, stewardship roles, approval workflows, retention guidelines, and support for incident/breach management in accordance with OEB and Federal Reserve policies.
• Align regulatory requirements (such as HIPAA and relevant state benefits laws) with specific controls, policies, monitoring processes, and evidence expectations within the operational model of the Data Hub.
• Suggest and manage cataloging, lineage, and access-control strategies (including Unity Catalog, AWS Glue Data Catalog, and RBAC/ABAC) to enhance discoverability, traceability, and enforce least-privilege access.
• Establish detailed security patterns including RBAC/ABAC, encryption, key management, logging, and monitoring protocols for highly sensitive data.
• Create audit-ready evaluation reports that summarize compliance status, risks, mitigation strategies, and supporting evidence for both internal audits and external assessments.
• Collaborate with the Architecture/Ingestion lead and the IV&V lead to ensure that governance and security requirements are integrated into ingestion patterns, data models, and testing from the beginning.
• Must be a Permanent Resident or a US Citizen.
• A Bachelor's degree in Computer Science, Information Systems, Business IT Management, or equivalent practical experience is required.
• At least 7 years of experience in data governance, compliance, or information management, with direct accountability for delivering governance frameworks.
• In-depth understanding of HIPAA Privacy and Security Rules as they pertain to health and benefits data.
• Proven experience in establishing data governance frameworks, including classification, stewardship, approval workflows, and retention policies.
• Knowledge of cataloging and access-control tools such as Unity Catalog, AWS Glue Data Catalog, Collibra, Alation, or similar platforms.
• Experience with the design of RBAC/ABAC and fine-grained security controls for cloud data environments.
• Competence in producing audit-ready compliance documentation, including posture assessments and risk/mitigation evidence packages.
• Familiarity with mapping regulatory obligations (HIPAA, state-level benefits laws) to controls and monitoring within data platforms.
