This is a fully remote position, open to applicants in United States.
• Convert business requirements into data specifications
• Evaluate system data within both legacy and modern systems
• Act as a liaison between stakeholders and technical teams within the Security Cooperation (SC) data enterprise
• Assist in data management tasks within the War Data Platform (WDP)
• Document and assess functional/business processes to uncover inefficiencies, data deficiencies, and areas for enhancement
• Extract and analyze data from both legacy and modern systems to uncover trends, gaps, and opportunities that aid in business and technical decision-making
• Determine requirements and convert them into system functionalities for engineering teams
• Create functional specifications for engineers involved in developing data pipelines and dashboards
• Design process flows, ERDs, and SQL queries for new functionalities and collaborate with Data Engineering teams for seamless implementation
• Cleanse, transform, or prepare data for ingestion
• Act as a mediator between system/process owners and technical teams
• Collaborate across WDP business lines (Acquisition, Procurement, Supply Chain, Finance) to connect SC data with other domain data; oversee the DSCA data source inventory and metadata lifecycle in compliance with DSCA policy
• Work with data stewards and catalog teams to establish and monitor data quality standards
• Define and verify requirements for SC metadata integration with other WDP data assets
• Implement and maintain the DSCA data governance framework
• Document data management protocols, processes, and standard operating procedures
• Review and validate Data Sharing Agreements (DSAs)
• Analyze and communicate outputs of metadata reporting
• Generate reports on infrastructure and resources utilized for data activities within WDP
• Prepare and present analysis results, status updates, and recommendations to DSCA leadership and stakeholders in clear, non-technical language
• Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a scientific or technical field
• An active SECRET clearance
• Over 3 years of experience in a business analyst, data analyst, or data management position
• More than 3 years of experience in developing process flows, use case documentation, or business process models
• At least 3 years of experience using SQL for querying and analyzing data to support business analysis activities
• Over 3 years of experience using Microsoft Office tools independently, particularly Visio, PowerPoint, Word, and Excel
• Strong oral and written communication skills
