This is a fully remote position, open to applicants in California.
• Manage and supervise active contracts and procurement agreements.
• Ensure adherence to legal and regulatory requirements.
• Assist contract managers with the assessment of task orders, invoices, and amendments.
• Conduct procurement procedures, market research, contract analysis, and provide recommendations.
• Collaborate with contractors to clarify contractual obligations and address issues under the guidance of the Contract Manager.
• Coordinate with legal, finance, and other departments.
• Implement contract management policies and procedures while identifying areas for improvement.
• Maintain a centralized repository for contracts and manage electronic contract files and databases.
• Monitor contractual terms, deliverables, deadlines, contractor performance, compliance metrics, and vendor performance.
• Draft, revise, and review correspondence, meeting materials, and performance reports.
• Compile data for audit preparedness, monthly reports, and special projects.
• Facilitate contract amendments, renewals, and terminations.
• Gather documentation and coordinate corrective actions for compliance issues related to contracts.
• Conduct post-award contract evaluations and document lessons learned.
• Maintain updated knowledge of procurement regulations and refresh training materials, templates, and job aids.
• Create standardized tools, templates, processes, guides, manuals, and e-learning modules for procurement and contract administration.
• Assist in internal audits and external reviews by providing contract documentation and evidence of compliance.
• Offer training and guidance on contract-related matters.
• Review and provide technical advice on contractor invoices.
• Oversee contract-lifecycle documentation and maintain organized files.
• Validate documentation and approvals for personnel and subcontractor support.
• Respond to customer and supplier inquiries regarding order status, changes, and cancellations.
• Compile invoicing and investigation records, reviewing contractor and subcontractor payroll.
• Analyze, prepare, and authorize invoices in accordance with contract terms and scope.
• Compare prices, specifications, and delivery dates for contractual documentation.
• Perform other assigned responsibilities in support of the PDS and CAHSR office.
• BA/BS degree plus 4 years of relevant experience or a demonstrated equivalency of experience and/or education.
• A Bachelor’s Degree or higher from an accredited institution in Business, Acquisitions, Legal, or a related field is preferred.
• At least four years of experience in contract management, contractual terms, pricing structures, pricing tools and data systems, project support, finance, contracting, or proposals.
• FAC-C Professional certification or an equivalent qualification.
• Ability to foster continuous improvement in a team setting and collaborate effectively with other departments.
• Strong interpersonal and communication abilities.
• CFCM, CPCM, or Federal Contracting Warrant certification.
