This is a fully remote position, open to applicants in California.
• Manage and supervise active contracts and procurement agreements.
• Ensure adherence to legal and regulatory requirements.
• Assist contract managers in reviewing task orders, invoices, and amendments.
• Offer in-depth analysis and recommendations for the prompt delivery of goods and services.
• Collaborate with contractors to clarify contractual obligations and resolve issues under the direction of the Contract Manager.
• Coordinate with legal, finance, and other departments.
• Implement contract management policies and procedures while identifying areas for improvement.
• Maintain a centralized repository for contracts along with organized electronic contract files and databases.
• Monitor contractual terms, deliverables, deadlines, contractor performance, and vendor compliance metrics.
• Draft and review correspondence, meeting materials, reports, spreadsheets, documents, and emails.
• Coordinate modifications, renewals, and terminations of contracts.
• Assist with issues related to contract compliance, corrective actions, audits, and external reviews.
• Conduct reviews of contracts post-award and document lessons learned.
• Maintain procurement regulations, training materials, templates, job aids, instructional guides, reference manuals, and e-learning modules.
• Develop standardized tools, templates, and processes for procurement and contract administration.
• Provide training and technical assistance on contract-related matters and invoice verification.
• Manage contract documentation throughout the entire contract management life cycle.
• Verify personnel and subcontractor support documentation prior to invoice submission.
• Address inquiries from customers and suppliers regarding orders, modifications, and cancellations.
• Collect and review payroll from contractors and subcontractors and communicate any non-compliance issues.
• Analyze, prepare, and approve invoices in accordance with contract language and scope.
• Compare prices, specifications, and delivery timelines to support contractual documentation.
• Perform additional duties as assigned to support the PDS and CAHSR office.
• BA/BS degree plus 4 years of relevant experience, or a demonstrated equivalency of experience and/or education.
• A Bachelor’s degree or higher from an accredited institution in Business, Acquisitions, Legal, or a related field is preferred.
• A minimum of four years of experience in contract management, including familiarity with contractual terms, pricing structures, pricing tools, data systems, project support, finance, contracting, or proposals.
• FAC-C Professional certification or equivalent is required.
• Ability to foster continuous improvement in a team environment and collaborate effectively with other departments.

• CFCM, CPCM, or Federal Contracting Warrant is preferred.
