This is a fully remote position, open to applicants in United States.
• Design and implement a scalable, secure, cloud-based data platform that supports operational data, reporting, and analytics.
• Develop and document data flows, structures, standards, architecture diagrams, data models, performance metrics, and governance alignment.
• Architect multi-tenant cloud environments that support hybrid/on-premises systems, SQL, NoSQL, IaaS, PaaS, distributed SQL, multimodal, and event-driven/streaming databases.
• Ensure logical and physical data isolation, tenant-level security, resource allocation controls, as well as compliance with federal security, privacy, governance, and classification standards.
• Maintain a platform uptime of 99.9% or higher on a monthly basis.
• Collaborate with teams in Data Governance, Security, Application Development, BI architecture, data engineering, and business analysis.
• Support the Data and Technology Enabler Roadmap for data engineering, reporting/analytics, and AI/ML use cases.
• Evaluate data architecture, platform, and data product tooling, documenting recommendations for Government stakeholders.
• Implement operational databases, document storage, indexing services, schemas, and secure data APIs using infrastructure as code.
• Monitor and optimize database and query performance through automated tuning and indexing.
• Develop and operationalize CMM Data Classification Standards, including workshops, security controls, metadata requirements, and training.
• Configure metadata structures, workflows, automation, security settings, ingestion processes, and catalog attribute definitions.
• Create training materials, job aids, and communications to foster user adoption.
• Define and optimize dimensional, relational, and analytical schemas for reporting and analytics.
• Translate requirements and STTMs into data structures, partnering with data engineers on model-driven ETL/ELT.
• Implement naming conventions, modeling standards, version control, metadata, lineage, and catalog documentation.
• Support data quality, testing, validation, reconciliation, architecture reviews, scalability, performance, and cost efficiency.
• Produce audit-ready documentation for data models and design decisions.
• Develop strategies for data migration and archival, including profiling, mapping, testing, anomaly handling, rollback, retention, and access controls.
• Implement batch and real-time data exchange with Judiciary systems.
• Design, test, and implement disaster recovery and high-availability strategies.
• Deliver migration documentation for scripts, transformations, and validation results.
• Serve as the lead cloud data architect, engineer, and modeler for CMM program data infrastructure.
• 10+ years of specialized related experience.
• MA/MS degree combined with 12+ years of general information-systems experience, including 10+ years of specialized experience, or an equivalent alternative experience.
• Alternative experience: high school diploma with 18+ years, AA/AS with 16+ years, BA/BS with 14+ years, or doctorate/Ph.D. with 11+ years.
• No current clearance required and no clearance obtainable requirement.
• No certification required.
• No U.S. citizenship required.
• Extensive experience in designing data architecture utilizing AWS data services and modern application patterns.
• Proven experience in defining scalable, secure operational data models and service-integration patterns.
• Background in establishing operational data governance guardrails, integrity controls, cost efficiency, and resilience.
• Experience with ETL/ELT pipelines, APIs, BI, data products, and AI/ML solutions.
• Expertise in relational, NoSQL, and GraphDB data modeling for transaction-heavy, high-availability systems.
• Extensive experience in architecting enterprise data platforms for analytics, reporting, and AI/ML at scale.
• Experience in modernizing legacy data systems and leading cloud migration strategies.
• Strong knowledge of MDM, data governance integration, and change data capture methods.
• Familiarity with implementing data lakes, data warehouses, and CDC-enabled ingestion patterns.
• Experience with Snowflake, Databricks, or Redshift, as well as analytics/BI platforms like Tableau, PowerBI, or QuickSight.
• Knowledge of data governance, metadata management, and lineage tools.
• Experience working in regulated or compliance-driven environments.
• Hands-on experience with Snowflake, Databricks, or AWS Redshift data modeling and tools.
• Proficient in working with cloud-based data platforms and core data services, preferably AWS.
• Experience in mentoring junior data modelers or engineers.
• Exceptional oral and written presentation and communication skills.
• Ability to engage with high-level customer stakeholders and build strong customer relationships.
• Experience applying industry tools, solutions, methods, best practices, and emerging technologies.
• Strong analytical and problem-solving skills, including the ability to formulate and communicate recommendations.
