This is a fully remote position, open to applicants in Qatar.
• Oversee multiple Civil OSP design projects concurrently from inception to final delivery.
• Create and maintain project timelines, production strategies, resource forecasts, and delivery milestones.
• Coordinate activities related to engineering, CAD, permitting, utilities, and construction support.
• Evaluate project performance against defined scope, timeline, budget, and quality goals.
• Identify potential project risks, formulate mitigation strategies, and escalate critical issues when necessary.
• Act as the primary liaison between design teams, program leadership, clients, and external stakeholders.
• Establish and implement QA/QC protocols for Civil OSP design deliverables.
• Manage quality review processes across engineering and production teams.
• Conduct technical assessments of design packages, including conduit systems, duct banks, handholes, manholes, utility crossings, and roadway crossings.
• Ensure compliance with client design standards, basis-of-design requirements, permitting regulations, and industry best practices.
• Monitor quality metrics, recurring issues, and corrective action plans.
• Lead root-cause analyses of design errors and initiate process enhancements to minimize rework.
• Oversee design production activities across various projects and locations.
• Coordinate both internal and external design resources to uphold delivery commitments.
• Manage workload distribution and production forecasting.
• Review project status, staffing needs, and production limitations.
• Develop reports and dashboards to convey project performance to leadership and clients.
• Ensure that deliverables pass through established production gates before client submission.
• Facilitate status meetings with clients, utilities, municipalities, and project stakeholders.
• Participate in multidisciplinary coordination meetings, acting as the client-facing Subject Matter Expert (SME) for Civil OSP design and execution.
• Present project progress, risks, quality metrics, and mitigation strategies.
• Assist in proposal development, scope definition, project planning, and change management activities.
• Develop and maintain standard operating procedures, QA/QC checklists, and production workflows.
• Implement lessons learned programs and continuous improvement initiatives.
• Promote standardization of design review processes across programs.
• Support the development of KPIs related to quality, schedule adherence, production efficiency, and client satisfaction.
• Utilize digital tools and reporting systems to enhance visibility into project performance.
• Bachelor's degree in Engineering, Engineering Technology, Construction Management, Telecommunications, or a related field plus 2 years of relevant experience or a demonstrated equivalency of experience and/or education.
• Experience in managing infrastructure, telecommunications, utility, or engineering projects.
• Proficient in Autodesk Civil 3D (to assist in design review and QA/QC verification).
• Experience in overseeing Civil OSP design programs and underground utility infrastructure projects.
• Proven experience in managing project schedules, budgets, resource planning, and delivery performance.
• Familiarity with QA/QC processes and engineering review methodologies.
• Background in supporting fiber optic, broadband, hyperscale, municipal, or utility infrastructure programs.
• Strong understanding of underground conduit systems, duct banks, utility coordination, and right-of-way requirements.
• Experience managing design teams across different geographical locations.
• Knowledge of permitting processes, DOT regulations, NEC, NESC, and local jurisdictional standards.
• Experience in supporting construction-phase services and resolving field issues.
• PMP certification is preferred.
