This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Lead the solution development process throughout the capture and proposal lifecycle, including RFP analysis, solution design, submission, and oral presentations.
• Assess client business, operational, and technical requirements and convert them into comprehensive end-to-end solution architectures.
• Create integrated solutions that are in line with enterprise architecture, industry standards, and client goals, addressing both functional and non-functional requirements.
• Analyze technology options and suggest the best combination of platforms, tools, and services, considering scalability, security, and cost factors.
• Develop solutions that utilize cloud technologies, data/analytics, interoperability (FHIR/HL7), and cybersecurity measures.
• Work in partnership with capture, pricing, technology, sales, and delivery teams to formulate integrated solutions, including staffing models, basis of estimates (BOEs), proposal documents, CONOPS architecture diagrams, and implementation strategies.
• Ensure adherence to HIPAA, CMS/MITA, FAR, and federal security regulations.
• Contribute to developing win themes, differentiators, and client presentations.
• Act as a trusted advisor to both internal and external stakeholders, simplifying complex technical concepts into clear, business-oriented language.
• Identify and address technical and operational risks linked to proposed solutions.
• A minimum of 7 years of experience in solution architecture, account management, consulting, business process design, or technical leadership, particularly focused on government or HHS programs.
• Experience in supporting state or federal HHS programs and proposal initiatives.
• In-depth knowledge of healthcare systems (CMS, Medicaid/Medicare, Affordable Care Act, SNAP/TANF programs, public health programs) including claims processing, eligibility, provider, and member enrollment.
• Proficiency with cloud platforms (AWS/Azure/GCP) and contemporary architectures.
• Familiarity with health data standards (FHIR, HL7, EDI/X12).
• Exceptional technical writing skills with the ability to articulate complex concepts into proposal content.
• Knowledge of regulatory and compliance frameworks (e.g., FedRAMP, NIST, HIPAA, CMS MARS-E) is highly advantageous.
