This is a fully remote position, open to applicants in Idaho, +3 more states.
• The BSA & Fraud Specialist II is responsible for conducting investigations related to Anti-Money Laundering (AML) and fraud, analyzing suspicious activities, and supporting regulatory reporting obligations.
• This role autonomously handles routine and moderately complex investigations, identifies possible fraud and money laundering risks, prepares necessary documentation for regulatory filings, collaborates with both internal and external partners, and ensures adherence to applicable Bank Secrecy Act (BSA)/AML regulations and credit union protocols.
• Oversee fraud and BSA-related email accounts and make informed decisions on the appropriate next steps.
• Continuously review transaction activities, alerts, reports, and cases to detect suspicious or fraudulent activities.
• Analyze transactions and alerts for indicators of money laundering or fraudulent actions, and assess if a case requires further investigation.
• Manage case investigations to completion, including analysis, documentation, disposition, and SAR referrals when necessary.
• Review quarterly reports and analyze them for suspicious activities.
• Conduct enhanced due diligence assessments for high-risk members.
• Investigate fraud-related activities, including check fraud, ACH fraud, wire fraud, account takeover, elder exploitation, identity theft, and other financial crimes.
• Identify patterns, trends, and emerging fraud risks, escalating any concerns to management.
• Conduct investigations that require effective time management, the ability to multi-task, sound judgment, and discretion.
• Utilize various tools and sources of information to make appropriate determinations regarding Credit Union responsibilities and actions.
• Carry out 314(a) and 314(b) reviews, analyzing data to determine subsequent actions.
• Ensure compliance with relevant state and federal regulations, particularly concerning BSA and AML statutes.
• Assist in the development and formulation of internal controls and procedures aimed at enhancing regulatory compliance and minimizing financial risk.
• Draft Suspicious Activity Reports (SARs) and the supporting documentation for management review and approval.
• Collaborate with front-line staff and leadership to ensure timely identification and escalation of suspicious or fraudulent activities.
• Serve as a trusted advisor to business units regarding fraud trends, risks, and mitigation strategies.
• Communicate effectively across departments to balance member experience with fraud risk management.
• Engage in cross-functional meetings and initiatives focused on fraud prevention, loss mitigation, and operational enhancements.
• Conduct BSA training for new hires at Horizon Credit Union. Prepare investigative reports, SAR documentation, regulatory filings, and case records. Provide support and assistance to branches and departments during fraud situations by gathering information, drafting reports, filing cases with law enforcement, assisting with bond claims, and maintaining files. File Currency Transaction Reports (CTR) and perform quality assurance on completed CTRs from Branch Operations, submitting them to FinCEN. Assist in the development and updates of BSA/Fraud related procedures.
• A minimum of four years of professional experience, including at least two years directly related to BSA, financial crimes, or other fraud investigations and/or training.
• An equivalent combination of experience and education, preferably in accounting/finance, criminal justice, business, economics, and/or cybersecurity.
• Proficient in most MS Office applications, with a particular expertise in Word and Outlook.
• Strong understanding of BSA regulations and the ability to remain informed in an evolving regulatory landscape.
• Capable of clearly articulating oral and written procedures in a straightforward and comprehensible manner.
• Adept at resolving problems through creative and logical thinking.
• Strong ability to prioritize multiple ongoing tasks effectively.
• Excellent attention to detail coupled with strong written, verbal communication, and organizational skills.
