This is a fully remote position, open to applicants in United States.
• Create information architecture to facilitate an operational data store for data interchange throughout the Medicaid enterprise.
• Design and develop entirely AWS cloud-native application components.
• Construct solution prototypes to showcase the suitability and interoperability of selected components, establishing patterns for the implementation team to adopt.
• Evaluate data architectures for effectiveness, efficiency, and alignment with the enterprise's objectives.
• Formulate comprehensive strategies for implementing and remediating non-compliance with data architecture standards.
• Devise an architectural strategy for metadata management, encompassing tooling and governance of metadata.
• Oversee metadata models that bolster data quality and mastering processes.
• Create and sustain Conceptual, Logical, and Physical data models at both the enterprise level and for specific data domains within Medicaid (Provider, Member, Claim, Reference).
• Review data models with business stakeholders and secure approval from the data governance committee.
• Define and uphold business rules for data elements in collaboration with business owners and the data governance committee.
• Investigate emerging technologies, data modeling methodologies, and systems for information management.
• Conduct data mapping between canonical models and data formats (both input and output), including X12 EDI, FHIR, and various structured JSON, XML, or proprietary formats.
• Assist database administrators, network designers, and IT personnel in designing and managing the organization’s data infrastructure and overall data strategy.
• Engage in Data Governance Committee meetings as a representative of the architecture team.
• Collaborate with internal and external stakeholders, such as solution architects, software developers, database administrators, design analysts, and information modeling experts, to identify project capabilities, requirements, and timelines.
• Bachelor’s degree in information management, data science, statistics, public health, health informatics, or a related discipline, or equivalent professional experience.
• Expertise in object-oriented design principles and software design patterns.
• Experience with the following AWS services: Glue, Lambda, S3, CloudFormation, CloudWatch, CloudTrail, CodeCommit, EC2, SNS, SQS, KMS, VPC, and IAM.
• Background in working with data models and relational, transactional, and NoSQL databases.
• Minimum of five years of experience with healthcare data, especially in Medicare, Medicaid, Health and Human Services, medical claims, and financial management.
• Familiarity with federal, state, and organizational regulations that protect Protected Health Information (PHI) and Personally Identifiable Information (PII).
• At least five years of experience using UML 2.0 and Archimate notations.
• Innovative problem-solver with excellent communication abilities and a collaborative approach.
• Experience utilizing data visualization tools.
• Proficient in designing data warehouses and domain-specific data models.
• Skilled in modeling transactional data stores using both relational and document data patterns.
• Experience in modeling data for REST APIs.
• Knowledge of data transformation and Domain-Driven Design.
