This is a fully remote position, open to applicants in United States.
• Reporting to the Director of Procurement, the Subcontracts Administrator will oversee the comprehensive lifecycle management of subcontracts, primarily to support U.S. Government contracts, along with non-commercial and specific commercial projects.
• Ensure that all subcontracting activities adhere to company policies and procedures, prime contract stipulations, FAR/DFAR regulations, and relevant state and local laws.
• Provide support for proposals by reviewing solicitations, identifying FAR/DFAR flow-down requirements, and aiding with subcontract pricing, assumptions, and exceptions.
• Develop and issue RFPs/RFQs, host bidder conferences, assess proposals, and conduct cost/price analyses to guarantee fair and reasonable pricing.
• Negotiate subcontract terms and conditions, including flow-down clauses, to secure optimal value while minimizing risk.
• Award, manage, and administer subcontracts throughout their entire lifecycle, including modifications, changes, and closeouts.
• Monitor subcontractor performance, perform regular evaluations, and address issues such as delays, quality concerns, or non-compliance.
• Collaborate with internal stakeholders (Program Management, Contracts, Operations, Accounting, Quality, and Procurement) to forecast subcontract needs and ensure alignment with program requirements.
• Maintain accurate, complete, and audit-ready subcontract files and documentation in compliance with regulatory and company standards.
• Identify, qualify, and cultivate a reliable pool of subcontractors utilizing effective sourcing strategies.
• Resolve disputes, claims, and performance issues with subcontractors while safeguarding the company's interests.
• Keep abreast of regulatory changes, market conditions, and industry best practices that could influence subcontracting activities.
• Propose enhancements to subcontracting policies, procedures, and processes to improve efficiency and compliance.
• Prepare subcontracting reports, metrics, and analyses for departmental and leadership review.
• 3–6 years of progressive experience in subcontracts administration, contracts management, or related procurement roles, with significant exposure to U.S. Government contracts being strongly preferred.
• A comprehensive understanding of FAR and DFAR regulations, including subcontract flow-down requirements, is essential.
• Proven experience in full-lifecycle subcontract management (from solicitation to closeout).
• Familiarity with Costpoint (or similar government contracting ERP systems) is highly desirable.
• Professional certification (CPSM, CPCM, CFCM, or equivalent) is an advantage.
• Proficient in Microsoft Outlook and Excel.
• Experience with foreign subcontracting and procurements involving ITAR/EAR is a plus.
• Strong negotiation, analytical, and cross-functional collaboration skills are necessary.
• Solid understanding of various contract types (FFP, CPFF, CPIF, T&M, etc.) and their application in government contracting.
