This is a fully remote position, open to applicants in Texas.
• Assist the Railroad Commission of Texas with the Mainframe Transformation initiative.
• Execute advanced Microsoft SSIS development, documentation, and associated project and operational tasks within Information Technology Services.
• Transfer vital agency data between Microsoft SQL Server and Oracle databases utilizing SSIS and Oracle SQL/PL-SQL automation.
• Design and oversee database systems, data warehouses, and ETL data interfaces.
• Evaluate proposed system modifications and offer technical advice to both technical and non-technical personnel.
• Create automated ETL solutions leveraging Microsoft SSIS and Oracle platforms.
• Assess application features and project needs to formulate technical specifications for ETL functionality.
• Identify database requirements by examining business operations, applications, programming, business goals, and current systems.
• Set development standards for coding, documentation, and testing processes.
• Engage and collaborate with business stakeholders to align development efforts.
• Direct the creation and upkeep of organized, comprehensive, and audience-appropriate documentation.
• Ensure adherence to project timelines or renegotiate and secure approval prior to target dates.
• Report progress and issues impacting assignments to management or the Project Manager.
• Comply with established change management and code migration protocols.
• Guide junior staff in development, testing, and deployment practices.
• Examine application database change requests, assess downstream impacts on warehouse ETLs, and consult the Data Dictionary for dependencies.
• Operate under general supervision with moderate latitude for independent decision-making.
• May delegate, review, or supervise the work of others.
• 6 years of experience in a medium to large information technology setting, with progressively increasing responsibilities in development, design, and deployment tasks.
• 6 years of experience with Microsoft SQL Server Integration Services (SSIS).
• 4 years of experience using Microsoft Azure DevOps and Git, focusing on deployment, version control, and project tracking.
• 5 years of experience with Microsoft Office tools, including Word, Excel, PowerPoint, Visio, and SharePoint.
• 4 years of experience with Oracle databases, with 2 years specifically on Oracle version 12c.
• 4 years of experience with Microsoft SQL Server.
• 2 years of experience utilizing Microsoft Azure Cloud database services.
• 2 years of experience with database object migration and validation tools.
• 2 years of experience in ETL development, monitoring, and batch or automated scheduled data processing.
• 2 years of understanding database structures and theories.
• 2 years of experience with enterprise information management processes and methodologies, relational database management systems, and metadata management.
• 2 years of knowledge regarding local, state, and federal laws and regulations related to personally identifiable information (PII), data management, and data governance.
• 2 years of general knowledge of technology across all network layers and computing platforms.
• 2 years of experience with the Software Development Life Cycle (SDLC) and project plan development.
• 2 years of experience in conveying complex technical information clearly and concisely, both orally and in writing, to a diverse audience.
• 2 years of experience working in dynamic, fast-paced environments, achieving project deliverables and deadlines while exercising sound judgment and analyzing complex information to devise plans.
• Proficiency in interpersonal skills, including managing pressure, negotiating among various parties, resolving conflicts, and maintaining effective working relationships.
• 2 years of hands-on experience with the RRC LoneSTAR application, SSIS bridge, and associated databases.
• Candidates must pass criminal background checks as permitted by Texas law.
• Must receive pre-approval for any work exceeding 40 hours per week.
• Availability to work outside normal business hours, including weekends, evenings, and holidays, may be required.
• Preferred: 5 years of experience in ETL development and data warehouse monitoring.
• Preferred: 5 years of development experience using Oracle or Microsoft SQL Server, SQL, systems analysis, systems design, or related IT experience.
• Preferred: 5 years of SSIS development experience.
• Preferred: 5 years of Microsoft Azure Cloud database development experience.
• Preferred: 5 years of experience with Microsoft Azure DevOps and Git.
• Preferred: 2 years of knowledge with Informatica or similar ETL tools.
• Preferred: 2 years of familiarity with master data, metadata, reference data, data warehousing, and business intelligence principles and processes.
• Preferred: 2 years of experience with data-centric projects, such as legacy-system migration.
• Preferred: Graduation from an accredited four-year college or university with major coursework in data processing, computer science, business administration, or a related field.
