Senior Programmer

This is a fully remote position, open to applicants in United States.

📋 Description

• Design, develop, test, implement, and maintain enterprise applications that support SCPO programs and initiatives.

• Transform legacy Excel-based budget management tools into Power Platform solutions using Dataverse, Power Apps, Power Automate, Power BI, and SharePoint.

• Create workflow automation solutions that enhance operational efficiency and improve business processes.

• Build application integrations with authorized VA systems, including Oracle Health, VistA, CPRS, CDW, AACS, FMS, iFAMS, IFCAP, and VSSC.

• Utilize SQL and relational database platforms to facilitate application development and meet reporting requirements.

• Generate application architecture diagrams, data flow maps, technical designs, and system documentation.

• Implement role-based access controls, security features, audit capabilities, and data integrity measures.

• Develop and manage production and sandbox environments for testing and quality assurance purposes.

• Produce administrator guides, user documentation, training materials, and recorded training sessions.

• Assist with OI&T review processes to ensure adherence to VA architecture, cybersecurity, and interoperability standards.

• Provide continuous application support, maintenance, enhancements, and knowledge transfer initiatives.

• Lead the modernization of existing Microsoft Excel-based budget management tools into enterprise applications on the Power Platform.

• Design and implement workflows for funding requests, approval routing, budget tracking, and financial reporting functionalities.

• Configure automated interfaces with authorized VA financial systems and enterprise data sources.

• Develop capabilities to support budget planning, fund distribution, commitments, obligations, expenditures, and tracking of available balances.

⛳️ Requirements

• A minimum of 8 years of experience in application development.

• Strong proficiency in: Power Apps, Power Automate, Power BI, Dataverse, SharePoint, SQL, and relational databases.

• Experience in developing enterprise financial, budgeting, resource management, or workflow applications.

• Preferred experience in implementing automation, decision-support, or emerging business technology solutions in enterprise settings.

• Familiarity with application integration and process automation solutions.

• Knowledge of application architecture, systems integration, software development methodologies, and enterprise platforms.

• Experience with the implementation of commercial off-the-shelf (COTS) solutions within enterprise environments.

• Excellent analytical, technical, and communication skills.

• Expertise in VHA systems, specifically: VistA, CPRS, CDW, AACS, FMS, iFAMS, IFCAP, and VSSC.

• U.S. Citizenship is required.

• Must be eligible to obtain a Federal security clearance/NACI background investigation.
