This is a fully remote position, open to applicants in Arizona, +10 more states.
• Oversee the technical scoping for linear infrastructure projects, which includes identifying suitable NEPA pathways (CATEX, EA) and the relevant permitting requirements.
• Create detailed scopes of work, level-of-effort estimates, and technical assumptions, ensuring compliance with regulatory standards and project limitations.
• Assess project risks, constraints, and uncertainties, and integrate them into pricing, scheduling assumptions, and execution strategies.
• Collaborate with technical teams (biological, cultural, permitting, GIS) to formulate comprehensive and defensible project methodologies.
• Contribute to technical narratives, regulatory strategies, and scoping documents to support project planning and client interactions.
• Engage in discussions with clients and internally, including scoping calls, to provide guidance on project strategies, regulatory matters, and effort levels.
• Assist with NEPA reviews and technical deliverables as required, offering subject-matter expertise throughout the environmental review processes.
• Offer technical insights during project execution to ensure consistency with initial scoping assumptions and regulatory approaches.
• Counsel teams on regulatory intricacies, feasibility, and project strategies for new opportunities.
• A Bachelor's Degree in Environmental Science, Natural Resources Management, Environmental Studies, Biology, Geology, Planning, or a related field is required.
• A minimum of 5–15 years of professional experience in NEPA compliance, with a strong preference for candidates with linear infrastructure and broadband experience.
• Proven experience in developing scopes of work, cost estimates, and technical strategies for federal or federally funded projects.
• Strong understanding of NEPA pathways (CATEX, EA), with familiarity or experience in EIS-level analysis considered an advantage.
• Knowledge of federal permitting processes such as Section 404/401, Section 10, and federal land access permits (e.g., SF-299) is preferred.
• Familiarity with federal agency operations, including BLM, USFS, NPS, or similar, along with exposure to NTIA/BEAD programs is advantageous.
• Excellent technical writing and communication skills, particularly in the contexts of scoping and regulatory planning.
• Demonstrated ability to synthesize technical, regulatory, and logistical information into clear scopes, budgets, and strategies.
