This is a fully remote position, open to applicants in Connecticut.
• Manage a centralized portfolio of capital and infrastructure projects that align with business priorities and strategic goals.
• Track project performance, timelines, budgets, risks, milestones, and implementation strategies.
• Conduct risk evaluations and proactively address delivery challenges.
• Collaborate with Finance, Engineering, Facilities, Project Management, IT, Procurement, Strategy, Reliability, and regional transformation teams.
• Assess infrastructure investments based on business requirements, financial implications, and organizational objectives.
• Create portfolio reports, dashboards, heat maps, and centralized planning models.
• Communicate portfolio status, project updates, financial performance, funding allocation accuracy, and recommendations to senior leadership.
• Oversee portfolio governance and enforce planning and financial management processes.
• Validate capital appropriation workbooks, funding sources, and compliance during the intake process.
• Perform business-case analyses and assess investment proposals.
• Prepare accurate budgets, schedules, estimates, forecasts, and execution strategies.
• Monitor undistributed budgets, risks, opportunities, and Annual Operating Plan performance.
• Contribute to 3–5-year rolling forecasts and develop long-range five-year plans.
• Manage the enterprise backlog and identify trends related to degradation, capacity, and operational risks.
• Integrate CMMS, condition assessments, reliability indicators, and risk register data into planning efforts.
• Establish and uphold global project justification and documentation standards.
• Facilitate end-to-end execution of RTX facilities and infrastructure capital projects.
• Promote cost-effective investments, minimize Total Cost of Ownership, and ensure long-term mission continuity.
• A minimum of 8+ years of experience in prioritizing capital investments.
• Bachelor’s degree in Engineering, Finance, Facilities, Business Administration, Computer Science, or a related field, or an equivalent combination of relevant work experience and education in lieu of a degree.
• At least 5+ years of experience interfacing in real estate, engineering, operations, business management, financial management, portfolio management, project management, and/or aviation program leadership.
• 5+ years of experience in budgeting, capital planning, portfolio management, asset management, facilities engineering, and/or FP&A.
• 3+ years of experience in advanced data analytics, predictive modeling, CMMS, investment planning tools, enterprise risk platforms, Python, and visualization tools such as Power BI and Tableau.
• 2+ years of advanced modeling skills using NPV, IRR, LCCA, and ROI.
• Strong understanding of GAAP, direct and indirect costs, capital investment policies, color of money, and financial compliance.
• U.S. citizenship is required; only U.S. citizens are authorized to access certain necessary systems.
• No security clearance is required.
• Preferred familiarity with architectural, civil, electrical, and mechanical infrastructure.
• Preferred proficiency in Excel and business intelligence solutions.
• Preferred knowledge of MEP infrastructure, building systems, asset lifecycle degradation, and reliability engineering concepts including FMEA, RCM, and MTBF.
• Preferred experience with enterprise risk management, hazard identification, mitigation tracking, operating model design, change management, executive presentations, and standardized investment frameworks.
