This is a fully remote position, open to applicants in United States.
• Collaborate on scopes of work, cost alignments, and project construction.
• Assess facility damages, including documentation and photographs in accordance with service consultation scopes.
• Manage inventory of damaged components and provide a comprehensive estimate of damages.
• Conduct cost estimation during the phases of project development and formulation.
• Implement program requirements, policies, procedures, and protocols.
• Deliver precise repair cost information to facilitate competitive estimate development.
• Perform thorough reviews of FEMA project sub-grant applications (project worksheets) for accuracy and prepare version requests.
• Assist project team members with technical interpretations and support.
• Participate in meetings with agencies and applicants to evaluate proposed recovery projects, discuss objectives, and review construction budgets as needed.
• Provide consultation on Hazard Mitigation, 428 Alternative Procedures, and other FEMA Public Assistance rules and regulations.
• Utilize knowledge of design, construction processes, zoning and building codes, and building materials.
• Develop damage component inventory and detailed damage assessments.
• Address significant and complex issues where data analysis requires consideration of intangibles.
• Apply independent judgment in selecting methods, techniques, and evaluation criteria to achieve outcomes.
• Coordinate and engage in the resolution of project-related challenges and concerns.
• Streamline procedures while maintaining effective communication and focus.
• Track and manage each case as mandated within the project report management information system.
• Evaluate performance using key metrics.
• Keep the management team updated on issues, challenges, and solutions.
• Exhibit superior customer service skills, with the ability to listen, facilitate, and negotiate solutions effectively.
• Demonstrate expertise in your assigned area, executing duties accurately and promptly as required.
• Travel as necessary to client recovery and ICF sites as directed by ICF management.
• Minimum of 3 years of construction experience, including 3 years in disaster recovery and grant monitoring at federal and state government levels, particularly within the FEMA Public Assistance program.
• At least 2 years of practical knowledge of RS Means, Xactimate, FEMA Cost Estimate, or equivalent web-based cost estimating software.
• Over 5 years of experience with FEMA Public Assistance programs, including Hazard Mitigation 404, 406, and Alternate and Improved Project requirements.
• Must be prepared and willing to travel (by flight and vehicle) as necessary for project work on short notice.
• A valid driver’s license is required, along with the successful completion of a Motor Vehicle Records (MVR) check.
