
Principal Practice Leader – Air Quality

This is a fully remote position, open to applicants in Virginia.
• Responsible for business development, project management, and serving as the technical lead for air quality initiatives related to emissions quantification, carbon and climate change programs, environmental impact assessments, regulatory analysis, permitting, and compliance solutions.
• Maintain a strong presence in the marketplace through regular client interactions, active participation in client-focused professional organizations, and involvement in industry events through attendance and presentations.
• Act as the technical authority for air quality regulatory analyses in accordance with the Clean Air Act, as well as state and local regulations, and the evolving GHG regulations and reporting programs.
• Provide consulting expertise for air permitting, including NSR, PSD, Title V, GHG, EPCRA, and state-level pre-construction and operating permits, alongside air quality impact assessments that involve dispersion modeling and health risk assessments.
• Assist in the development and planning of new and modified facilities, offering comprehensive consulting, environmental, design, and construction support for major projects across the U.S.
• Oversee project management and staff, ensuring technical leadership, risk management, and mentoring are effectively implemented.
• Collaborate closely with staff throughout North America and contribute to recruitment and training efforts for new personnel.
• Play a leadership role in fostering the company culture and upholding organizational values.
• Drive personal, company, and rental vehicles to client sites, company project locations, or other business-related destinations as necessary.
• A Bachelor’s degree in environmental science, environmental engineering, biology, or a related field is required.
• A minimum of 10 years of experience in energy infrastructure related to siting, permitting, and licensing, or an equivalent combination of education and experience is required.
• Proven experience in managing permitting, planning, compliance, and environmental oversight for linear energy infrastructure projects and related fixed assets is required.
• Demonstrated experience in overseeing project delivery, encompassing project planning and controls, financial management, change management, risk management, and contract/subcontract management is required.
• Familiarity with the Federal Energy Regulatory Commission (FERC) certification process, the National Environmental Policy Act (NEPA), and specific state and local permitting requirements in the Appalachian Basin (including PA, OH, WV, NY, NJ, MD, VA, NC, SC) is required.
• Experience conducting environmental site assessments for NEPA compliance is required.
• Significant experience with FERC environmental regulations, particularly in capital project development for natural gas pipelines under Section 7c, is required.
• Knowledge of Federal permitting programs such as the Clean Water Act, Clean Air Act, US Army Corps of Engineers (USACE) 404 wetland permitting, US Fish & Wildlife Service or US National Marine Fisheries Sections 7 and 10 consultations, and the National Historic Preservation Act for Section 106 consultations is required.
