This is a fully remote position, open to applicants in Virginia.
• Develop and implement detailed evaluation systems to assess the effectiveness, outreach, and results of elevated risk care management programs.
• Perform content analysis, quantitative tracking, and qualitative evaluations through surveys, focus groups, and structured interviews.
• Supervise the creation, formatting, and distribution of performance reports for VA program leadership and federal stakeholders.
• Incorporate evaluation insights into program strategies and suggest evidence-based modifications to enhance care delivery and program effectiveness.
• Execute secondary research and environmental assessments in line with national suicide prevention standards, federal guidelines, and best practices in behavioral health evaluation.
• Collaborate with internal project teams and VA client representatives to create evaluation frameworks, data collection tools, and performance measurement plans that align with contract obligations.
• At least 5 years of experience in designing and implementing program evaluation systems, including quantitative tracking, qualitative assessment, and mixed-methods methodologies.
• A Bachelor's degree (BA/BS) in Public Health, Psychology, Social Sciences, Health Policy, Research Methods, or a related field is essential.
• Previous experience supporting federal agency programs, especially within VA, DoD, HHS, or other federal healthcare or behavioral health settings, is highly preferred.
• Capability to obtain and maintain a VA Personal Identity Verification (PIV) credential and successfully pass a VA background check.
• Must be authorized to work in the United States; this role does not provide visa sponsorship.
• Proven expertise in developing and administering surveys, interview guides, and focus group protocols.
• Ability to generate written evaluation reports tailored for federal stakeholder audiences.
• Experience with VA or federal suicide prevention, mental health, or behavioral health initiatives.
• Familiarity with GPRA/GPRAMA, logic models, or OMB program evaluation criteria.
• Proficiency in SPSS, SAS, R, NVivo, or similar qualitative/quantitative analysis software.
• Experience presenting evaluation results to senior federal officials or program leadership.
• Knowledge of IRB procedures, human subjects research protections, and ethical standards for vulnerable populations.
