Grant and Proposal Writer

This is a fully remote position, open to applicants in United States.

📋 Description

• Conduct research to uncover federal funding, procurement, payer, provider, and partnership opportunities.

• Evaluate NOFOs, RFPs, RFIs, and solicitation documents for eligibility, competitiveness, and strategic alignment.

• Keep abreast of CMS/CMMI policy changes, amendments to state Medicaid plans, and updates in rural health funding.

• Manage application deadlines, internal milestones, proposal content, case studies, and supporting documentation.

• Craft grant narratives, RFP responses, RFIs, and strategic proposals.

• Convert programmatic and technical insights from subject-matter experts into persuasive proposal language.

• Create and coordinate budgets, budget narratives, timelines, organizational capacity statements, letters of support, and federal forms.

• Assess solicitation requirements, compliance risks, submission prerequisites, and evaluation criteria.

• Organize proposal timelines, review cycles, and submission checklists.

• Collaborate with internal teams and external nonprofit, CBO, clinical, and healthcare stakeholders to collect data, outcomes, budgets, and supporting materials.

• Work with finance/accounting on budgets and indirect cost rates.

• Oversee internal review cycles and gather stakeholder feedback under tight deadlines.

• Prepare and submit applications and proposal responses via Grants.gov, agency portals, procurement systems, and other platforms.

• Monitor SAM.gov and UEI registration renewals along with organizational eligibility documentation.

• Maintain records of submissions, correspondence, and compliance documentation.

• Assist with post-award reporting, progress reports, no-cost extension requests, and audit readiness.

⛳️ Requirements

• Over 5 years of experience in developing successful grant applications, RFP responses, or strategic proposals.

• Proven track record in supporting federal healthcare funding and/or healthcare procurement opportunities.

• Proficient knowledge of Medicaid and Medicare, value-based payment models, health equity initiatives, and rural health delivery challenges.

• Direct experience in crafting successful applications for CMS, CMMI, HRSA, state Medicaid agencies, or comparable healthcare opportunities.

• Familiarity with navigating Grants.gov, SAM.gov, and federal application systems.

• Strong understanding of 2 CFR 200 / Uniform Guidance and HHS/CMS grant terms and conditions.

• Exceptional writing, editing, and storytelling abilities.

• Capability to transform intricate clinical, programmatic, and policy information into clear, compelling narratives.

• Strong project management skills with the ability to handle multiple deadlines concurrently.

• Experience in developing budgets and budget narratives in collaboration with finance teams.

• Background in supporting healthcare RFPs, procurement responses, managed care proposals, or strategic partnership submissions.

• Familiarity with Community Health Worker workforce models, including scope of practice, certification/training frameworks, and CHW reimbursement pathways.

• Experience with Rural Health Transformation Program applications or similar rural health initiatives.

• Knowledge of CHW integration models within Medicaid managed care, health systems, ACOs, or FQHCs.

• Understanding of Medicaid Section 1115 waivers, Medicare Innovation Center demonstration models, or rural health redesign frameworks.

• Familiarity with logic models, theory of change frameworks, and health outcomes/quality measure evaluation design, including HEDIS and UDS measures.

• Prior experience in healthcare, public health, and/or rural health systems.

• Proven ability to secure awards of $500K or more.
