This is a fully remote position, open to applicants in California.
• Create comprehensive estimates and competitive proposals for power transmission, substation, and distribution construction initiatives.
• Evaluate utility bid packages, engineering schematics, technical specifications, and contract documentation.
• Formulate pricing strategies for labor, equipment, subcontractors, and materials for utility infrastructure projects.
• Lead bid evaluations and risk analysis for EPC, unit-price, and design-build delivery frameworks.
• Foster and sustain relationships with utility clients, vendors, subcontractors, and internal operations teams.
• Offer estimating expertise and assistance for change orders, scope adjustments, and contract negotiations.
• Stay informed about utility industry standards, procurement practices, and regional market dynamics across the Western United States.
• A minimum of 5 years of estimating experience in the electric utility construction sector.
• Proven track record in preparing successful bids and estimates for transmission, substation, and/or distribution projects.
• Direct experience with major Investor-Owned Utilities, municipal utilities, public utility districts, and electric cooperatives.
• Advanced understanding of utility construction techniques, contract structures, labor productivity factors, and cost estimation principles.
• Familiarity with computerized estimating and bidding applications.
• Proficiency in Microsoft Office suite.
• Capability to interpret utility engineering drawings, technical specifications, procurement documents, and construction contracts.
• Strong analytical, financial, and complex problem-solving abilities.
• Completion of H&M PMM training and formal coursework in Project Management is preferred.
• Preferred experience in estimating for SCE, PG&E, SDG&E, LADWP, APS, SRP, NV Energy, PacifiCorp, PNM, and other western utility clients.
• Knowledge of utility work practices, grid modernization initiatives, wildfire mitigation programs, underground distribution, and transmission line construction.
• Experience in supporting master service agreements, unit-price contracts, and utility capital improvement initiatives.
