This is a fully remote position, open to applicants in Maryland, +1 more state.

📋 Description

• Take full ownership of the P&L for the Engineering Solutions & Services (ESS) portfolio, which includes TACCOM, LMR, and engineering services contracts.

• Drive initiatives for revenue growth, margin performance, accurate forecasting, and cost management across both fielded and developmental engineering programs.

• Create workforce planning strategies, succession plans, and staffing models to ensure the ESS portfolio retains the technical talent required to achieve current and future growth objectives.

• Provide executive oversight for all ESS programs, ensuring alignment with technical, schedule, cost, quality, and customer satisfaction goals.

• Establish and uphold engineering-focused program execution standards, ensuring uniformity across design, deployment, sustainment, and lifecycle support efforts.

• Lead, mentor, and develop Program Managers, engineering leads, and technical teams within the ESS portfolio.

• Ensure disciplined adherence to PMO processes, engineering change control, risk management, and performance reporting.

• Act directly as Program Manager and/or senior technical authority for designated strategic programs, transitions, or technically intricate projects.

• Encourage engineering rigor, configuration management, and technical integrity throughout all ESS activities.

• Serve as the executive sponsor and senior escalation point for ESS customers.

• Maintain active engagement with DHS components and other Federal Civilian customers that depend on mission-critical communications and engineering solutions.

• Translate customer mission requirements into practical, executable engineering and communications solutions.

• Build trusted-advisor relationships that foster recompetes, scope expansion, and new tasking opportunities.

• Act as the strategic owner of the ESS vertical, aligning execution priorities with Chartis Federal’s long-term growth strategy.

• Identify, shape, and develop organic growth opportunities across TACCOM, LMR, radio systems, infrastructure engineering, and related mission areas.

• Collaborate closely with Business Development and Capture teams to define winning strategies, engineering solution concepts, staffing models, and pricing strategies.

• Provide technical leadership and credibility during capture efforts, proposals, oral presentations, and executive-level customer interactions.

• Be a key member of the Chartis Federal leadership team, contributing to enterprise strategy, operational maturity, and corporate culture.

• Collaborate with engineering, operations, BD, finance, contracts, quality, and HR teams to effectively and compliantly scale the ESS portfolio.

• Model accountability, technical excellence, and a customer-first leadership approach.


⛳️ Requirements

• Over 10 years of experience in Federal Government Contracting, particularly with a focus on engineering-intensive programs.

• Proven track record of managing complex engineering, communications, or technical service portfolios with P&L responsibility exceeding $50M annually.

• Demonstrated leadership of Program Managers, engineers, and cross-functional technical teams.

• Strong knowledge of Federal acquisition processes, program execution, compliance, and contract management.

• Bachelor’s degree in Engineering or a closely related technical field is strongly preferred (or equivalent depth of engineering experience).

• Willingness to travel for customer engagement, program execution, and corporate priorities (approximately 20% annually).

• Exceptional executive-level communication skills, particularly in conveying technical concepts to non-technical audiences.

• Results-oriented leader capable of balancing hands-on technical oversight with strategic growth and portfolio leadership.
