This is a fully remote position, open to applicants in United States.
• Oversee the strategy, architecture, development, delivery, and quality assurance of software development projects across SUFS.
• Provide leadership and technical vision to the Software Development team, including managers, developers, QA professionals, and external resources.
• Create technical roadmaps that encompass technologies, platforms, frameworks, and SOA-based services.
• Collaborate with senior technology and business leaders to prioritize efforts related to technical debt and modernization.
• Establish and track KPIs and metrics that measure team success, software performance, and system health.
• Develop work standards and processes to enhance quality and minimize implementation time.
• Promote continuous improvement, learning, and professional development.
• Lead the implementation of DevSecOps, CI/CD, and TDD strategies.
• Define and execute the strategy for technical documentation.
• Cultivate and manage relationships with third-party vendors.
• Facilitate Joint Application Design sessions involving cross-functional teams of engineers, analysts, product managers, business, and technology stakeholders.
• Eliminate technical hurdles through hands-on leadership and example-driven engagement.
• Report on modernization initiatives and team progress.
• Present findings to senior organizational leaders.
• Collaborate and communicate effectively with cross-functional teams.
• Offer direct professional development and mentorship.
• Manage budgets for Software Development and Quality Assurance.
• Provide architectural guidance and best practices.
• Support decision-making with research, articulate rationale, evaluate options, and provide recommendations.
• Report directly to the CIO.
• Proven success and a strong track record in relevant professional or personal experience.
• Military service may fulfill professional experience and/or formal educational requirements.
• At least 10 years of progressively responsible experience in software engineering and technology management.
• Minimum of 3 years in a significant leadership position overseeing large-scale IT budgets and initiatives, or an equivalent combination of experience and education, including coursework in Computer Science or a related field.
• A minimum of 5 years of experience managing, leading, and developing software engineers and quality assurance professionals.
• At least 3 years of experience in developing corporate policies and procedures related to software engineering/development.
• Familiarity with the Microsoft software stack: C#, .NET Core, SQL Server, ASP.NET.
• Working knowledge of cloud platforms such as Azure, AWS, and GCP.
• Experience with Agile methodologies and principles.
• Experience in leading successful digital transformation initiatives in a bi-modal, multi-year transformation process.
• In-depth knowledge of DevSecOps and software engineering policies, procedures, and practices.
• Full-stack technology development experience across web, client/server, API, standalone applications, and databases.
• Knowledge of integration stacks, messaging, parallel computing, standardized communication protocols, SOA, microservices architecture, and API governance.
• Understanding of software engineering and code architecture fundamentals.
• Ability to review full-stack web application code using modern frameworks and adapt to unfamiliar technologies.
• Strong skills in planning, organization, communication, and presentation.
• Executive presence and capability to engage with senior leaders and both technical and non-technical audiences.
• Proficiency in presenting complex ideas and influencing stakeholders and partners at all levels.
• A valid driver’s license and proof of insurance may be necessary depending on role responsibilities.
• Capacity to lift up to 15 pounds.
• Certification in Agile Scrum, XP, SAFe, TOGAF, ITIL, or equivalent certifications is preferred.
