This is a fully remote position, open to applicants in North Dakota.
• Create a comprehensive model for Data Governance literacy and adoption.
• Design role-specific competencies, onboarding standards, training materials, communication coordination, governance curriculum, and practical guidance that align with the enterprise data strategy.
• Collaborate with North Dakota Information Technology (NDIT) to ensure alignment with statewide data governance initiatives, policies, and standards.
• Establish role-specific Data Governance competencies for data owners, stewards, analysts, and business users.
• Construct the HHS Data Governance literacy framework in accordance with the enterprise data strategy.
• Set certification and onboarding standards, along with practical guidance for data stewards.
• Create a governance capability roadmap across various divisions.
• Partner with communications and change management teams to promote Data Governance awareness and adoption.
• Develop proficiency guidance for tools related to glossaries, metadata, standards, and governance platform utilization.
• A minimum of 5 years experience in Data Governance, data management, training, change enablement, or enterprise program adoption.
• Proven experience in conducting Data Governance trainings, workshops, and similar activities.
• Experience in developing onboarding processes, steward models, or literacy frameworks for governance.
• Excellent writing, facilitation, and stakeholder engagement abilities.
• Capability to create clear training, onboarding, and literacy materials.
• Proficient in communicating effectively with both technical and non-technical audiences.
• Preference for local hybrid candidates, although remote applicants will be considered.
• Cannot accept candidates who require C2C or sponsorship for a work visa.
• Preferred: Experience in Health and Human Services, public sector, or large enterprise settings.
• Preferred: Background in developing materials for data literacy, stewardship, governance, onboarding, or change enablement.
• Preferred: Familiarity with business glossaries, metadata, data standards, reporting, dashboards, or governance platforms.
• 12-month project with the possibility of extension.
• Occasional travel expenses covered by the state for remote workers, potentially on a quarterly basis.
