This is a fully remote position, open to applicants in Virginia.
• Oversee the planning, execution, and delivery of data management and engineering projects that support OHS program oversight and operations.
• Utilize iterative and adaptable project management strategies to prioritize tasks based on value, user needs, and effort required.
• Work in close collaboration with the Project Manager to synchronize data project priorities with contractual deliverables and performance metrics.
• Supervise and provide technical guidance to data-focused personnel, including Data Analysts, Data Visualization Specialists, Data Management Specialists, and Data Entry Support Specialists.
• Design, construct, and maintain data pipelines, integrations, and automation processes using federally compliant tools and platforms.
• Assist in the integration of data from federal systems such as HSES, AMS, GrantSolutions, and the TTA Hub into operational and analytical tools.
• Maintain and improve workflow and task tracking solutions, including those based on Smartsheet (e.g., SmartFlow).
• Facilitate the use of the OHS Data Layer and cloud-based infrastructure to enable scalable and secure data processing and analysis.
• Ensure the accuracy, integrity, and alignment of data across systems, effectively addressing competing sources of truth.
• Implement and support data quality assurance, validation processes, and governance practices suitable for federal environments.
• Ensure comprehensive documentation of data structures, pipelines, and processes to promote knowledge transfer and continuity.
• Spearhead the development of data products, dashboards, reports, and automated outputs that support grants management, monitoring, and decision-making for leadership.
• Assist in generating standardized documents and correspondence through automated data integration when applicable.
• Promote data-informed decision-making by enhancing access to timely, relevant, and well-structured data.
• Analyze data workflows and business processes to uncover opportunities for efficiency, automation, and enhancement.
• Create and maintain technical documentation, data dictionaries, process documentation, and handoff materials.
• Aid in the development of training materials and guidance to foster consistent use of data tools and solutions.
• Address data-related inquiries and support both ad hoc and recurring data requests from OHS staff and leadership.
• Participate in briefings, meetings, and planning sessions associated with data management initiatives.
• Support coordination among technical and programmatic teams to ensure that solutions are aligned with operational needs.
• Bachelor’s degree in computer science, information systems, data science, or a related discipline.
• More than 10 years of progressively responsible post-baccalaureate professional experience in data engineering, data management, or similar technical roles.
• At least 3 years of supervisory or technical team leadership experience.
• A minimum of 3 years of experience in designing and managing complex, high-profile, multi-faceted data projects.
• Over 3 years of experience with data integration, ETL processes, database design, and data pipelines.
• At least 1 year of experience in early childhood education and/or Head Start programs.
• A US government-issued security clearance is required (will be initiated upon hire).
• A valid driver’s license and the ability to pass an MVR check.
