This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Design, develop, and maintain scalable data pipelines and ETL/ELT workflows to address humanitarian operational and analytical requirements.
• Construct and enhance data models, schemas, and cloud-based data architectures to facilitate dashboards, machine learning workflows, and advanced analytics.
• Swiftly respond to database issues as they occur and perform regular maintenance and troubleshooting. Monitor system performance through routine testing, troubleshooting, and feature integration.
• Integrate diverse humanitarian data sources.
• Implement processes for data quality, validation, and monitoring to ensure accuracy, reliability, and transparency.
• Stay informed about trends and advancements in database maintenance.
• Maintain documentation, metadata, and data governance standards in accordance with state department policies.
• Occasionally address urgent data needs for responses to rapid onset disasters or critical decision-making requests.
• Explore and analyze intricate humanitarian datasets to uncover trends, anomalies, risks, and opportunities.
• Generate actionable insights that guide policy, resource allocation, program design, and crisis response.
• Support predictive analytics or light machine-learning workflows when appropriate.
• Clearly communicate analytical findings to both technical and non-technical audiences.
• Act as a subject-matter expert on data best practices, including accessing, interpreting, and utilizing available datasets.
• Collaborate closely with the team business analyst and humanitarian assistance decision-makers to understand their data requirements and translate them into analytical or technical solutions.
• Provide training, informal guidance, and practical tools to staff who depend on data for decision-making.
• Exhibit flexibility by assuming additional responsibilities as needed within a small, fast-paced team environment to achieve project objectives.
• Engage in continuous learning about the humanitarian sector.
• May serve on a temporary basis within the bureau as necessary to fulfill operational needs during staff shortages.
• Bachelor’s degree in Data Science, Computer Science, Statistics, Information Systems, or a related field.
• Practical experience in both data engineering (pipelines, ETL/ELT, SQL, cloud tools) and data analysis (exploratory analysis, dashboarding, basic data science methods).
• Proficiency in SQL and modern programming/scripting languages (Python preferred).
• Familiarity with cloud platforms (e.g., AWS, Databricks) and commonly used data engineering tools.
• Strong analytical thinking and problem-solving skills, along with intellectual curiosity.
• Ability to communicate complex concepts to a range of stakeholders.
• A collaborative team player who can also work independently.
• Strong multi-tasking and time-management skills, with the capability to prioritize tasks effectively.
• Excellent interpersonal skills.
• Ability to thrive in a diverse team environment.
• The candidate must be a U.S. citizen to be eligible for the required U.S. government security clearance for this project.
• Remote work has been authorized for this position.
