This is a fully remote position, open to applicants in United States.
• Design, create, test, and launch native mobile applications that support FEMA digital services, ensuring adherence to federal digital experience standards and IDEA requirements.
• Develop and sustain mobile applications utilizing technologies like Java, JavaScript, and open-source mobile frameworks, while integrating with backend systems built on Ruby-on-Rails, PHP, and MySQL.
• Carry out full-stack development tasks, encompassing front-end mobile interfaces and backend service integration to facilitate dynamic, data-driven applications.
• Assist in all stages of the Systems Engineering Life Cycle (SELC), including requirements analysis, design, development, testing, deployment, and documentation.
• Execute routine maintenance, which includes applying security patches, fixing defects, and ensuring adherence to DHS/FEMA cybersecurity and vulnerability remediation requirements.
• Create and implement thorough test plans, which encompass functional, regression, and Section 508 accessibility testing for mobile applications.
• Work in collaboration with UX/CX teams to apply human-centered design principles and guarantee consistent, accessible, and user-friendly mobile experiences.
• Integrate mobile applications with cloud-based platforms (e.g., AWS), APIs, analytics tools, and third-party systems to facilitate scalable and data-informed services.
• Utilize ticketing systems and agile methodologies to manage development tasks, provide status updates, and support continuous delivery pipelines.
• Monitor mobile application performance and user interactions, offering recommendations for optimization and enhanced customer experiences.
• Ensure compliance with Section 508, W3C, and federal accessibility and usability standards across all mobile solutions.
• Provide surge support during disaster operations, including rapid development, troubleshooting, and deployment of mobile capabilities as required.
• Other relevant responsibilities as assigned and for which the individual is qualified/trained to perform.
• Bachelor’s degree in Computer Science, Information Systems, or a related field.
• At least 8 years of experience as a full-stack developer, with a proven track record of developing native mobile applications for iOS and Android.
• Demonstrated expertise in creating native mobile applications using Java and JavaScript, along with backend technologies such as Ruby-on-Rails, PHP, and MySQL.
• Proven experience in managing and supervising cross-functional Agile development teams.
• Demonstrated background working within the Federal Government contracting environment, supporting DHS IT programs.
• Strong expertise in mobile application architecture, API integration, and cloud-based environments (e.g., AWS).
• Experience supporting mobile applications throughout the entire Systems Engineering Life Cycle (SELC), including documentation and ATO-related artifacts.
• Proven capability to implement secure coding practices and ensure compliance with federal cybersecurity standards.
• Experience in developing and executing test plans, including accessibility (Section 508) and regression testing.
• Familiarity with Drupal and its integration with mobile applications.
• Experience in Agile or DevSecOps environments, utilizing ticketing and collaboration tools.
• Knowledge of human-centered design (HCD) and the ability to collaborate with UX/UI teams to provide high-quality user experiences.
