This is a fully remote position, open to applicants in California.
• Assist in federal procurement operations, proposal/RFP coordination, and the development of internal contracts and procurement processes within a federal government contracting framework.
• Oversee the complete proposal development cycle for federal government solicitations, which encompasses RFIs, RFQs, RFPs, and Task Order responses.
• Evaluate solicitation requirements, assessment criteria, statements of work (SOW), performance work statements (PWS), and compliance mandates.
• Create and manage project plans to ensure team alignment and adherence to key milestones; organize proposal teams, set timelines, lead kickoff meetings, and follow up with contributors to maintain momentum.
• Collaborate with program managers, business development teams, contracts, pricing, technical subject matter experts (SMEs), and executive leadership.
• Guarantee that all proposal submissions meet federal solicitation guidelines, formatting standards, and submission criteria.
• Maintain proposal documentation, version control, and proposal repositories.
• Monitor amendments, Q&A responses, and solicitation updates throughout the RFP lifecycle.
• Assist with post-submission tasks including clarifications, discussions, BAFO responses, lessons learned, and debriefs.
• Keep track of proposal status reports, procurement activity updates, action item logs, submission timelines, and pipeline reporting to provide leadership with visibility into active RFPs, procurement actions, deadlines, and proposal advancements.
• Facilitate daily procurement and purchasing activities in alignment with company policies and federal contracting standards.
• Coordinate subcontractor and supplier proposal submissions, document collection, and compliance tracking activities.
• Manage procurement and proposal-related communications with subcontractors, suppliers, and internal stakeholders.
• Assist with supplier onboarding, registration, and procurement document management tasks.
• Monitor procurement actions, proposal timelines, deliverables, and internal deadlines to ensure timely submissions and program execution.
• Aid in the preparation of procurement-related reports, trackers, and status updates for internal stakeholders.
• Support the drafting of NDAs, Teaming Agreements, and other related contractual documents.
• Maintain procurement templates, checklists, trackers, workflow documentation, and standard operating procedures.
• Provide administrative and operational support to senior Contracts and Subcontracts personnel, including the Prime Contracts Manager and Subcontracts Manager.
• Assist in the formulation, implementation, and maintenance of procurement and contracts-related policies, procedures, templates, and SOPs.
• Contribute to continuous process improvement initiatives concerning procurement operations, proposal management, compliance tracking, and documentation standards.
• U.S. Citizenship is required.
• A Bachelor’s degree is preferred.
• Three (3) to five (5) years of experience overseeing federal government proposals, procurement activities, or business operations in a government contracting setting.
• Recent involvement in federal proposal/RFP efforts, procurement operations, and contracts administration in a government contracting environment is preferred.
• Familiarity with FAR, DFARS, and federal government contracting terminology and processes.
• Experience in proposal coordination, procurement documentation, and subcontract/contract administration activities.
• Proven track record in developing, implementing, and maintaining policies, procedures, SOPs, templates, process documentation, and workflow controls.
• Strong organizational, analytical, and administrative abilities, with a keen attention to detail and accuracy.
• Excellent written and verbal communication skills, including the capacity to coordinate across multiple functional teams.
• Ability to juggle multiple priorities and deadlines in a fast-paced environment.
• Experience in supporting audit readiness, compliance documentation, or CPSR-related activities is preferred.
• Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint.
• Experience with Deltek Costpoint or similar ERP/procurement systems is preferred.
• Capability to work both independently and collaboratively while assisting senior Contracts and Subcontracts personnel.
• Flexibility and readiness to adapt to changing business, proposal, and program priorities as necessary.
• Willingness to travel occasionally.
• Eligibility to obtain or maintain up to a Top-Secret clearance.
