• The Federal Contracts & Compliance Manager will be responsible for overseeing federal contract administration and ensuring regulatory compliance, which includes management of GSA Schedule, interpretation of FAR/GSAM, handling protests, conducting audits, and providing advisory on contractual risks.
• Act as the primary owner of the organization’s GSA Multiple Award Schedule (MAS) contract(s).
• Oversee and manage: Contract modifications (pricing, SINs, terms).
• Handle option renewals and mass modifications.
• Provide guidance on Schedule scope determinations and ordering processes.
• Ensure adherence to GSA sales reporting, IFF, necessary disclosures, and administrative requirements.
• Assist with Contractor Assessment Visits (IOAs), audits, and inquiries from contracting officers.
• Interpret and implement: FAR GSAM applicable agency acquisition supplements.
• Counsel leadership and program teams regarding: Contractual rights and obligations, regulatory risks, and compliance posture.
• Create and maintain internal compliance guidelines, policies, and templates.
• Offer internal legal and procedural support for: Agency-level protests, GAO bid protests, and corrective action initiatives.
• Aid in drafting, coordinating, and reviewing: Protest filings and supplemental submissions, agency responses and correspondence, as well as status reports and declarations.
• Support contract claims, disputes, and interpretation under the Contract Disputes Act (CDA), including REAs.
• Serve as the primary internal contact and coordinator for external legal counsel.
• Provide advice on: Organizational Conflicts of Interest (OCI), procurement integrity issues, and necessary certifications and representations.
• Assist with internal inquiries, disclosures, and corrective actions concerning compliance matters.
• Review solicitations to ensure contractual and regulatory adherence, confirming that proposed approaches align with: GSA Schedule scope and FAR/GSAM requirements. Support debrief analyses and protest risk assessments.
• Bachelor’s degree in Business, Contracts, Law, Public Policy, or a related field.
• Over 6 years of experience in supporting federal contracts, compliance, or government procurement.
• Proven experience with: GSA Multiple Award Schedule (MAS) administration.
• Experience in contract modifications, renewals, and engaging with contracting officers.
• Familiarity with: FAR and GSAM.
• Knowledge of federal acquisition processes and task-order contracting.
• Experience in supporting one or more of the following: Agency-level or GAO bid protests.
• Involvement in contract audits (e.g., GSA IOA, OIG).
• Experience with claims, REAs, or contract matters related to the CDA.
• Strong written and analytical abilities, including drafting and reviewing compliance and protest-related documents.
• Capability to coordinate effectively with internal stakeholders and external legal counsel.
