This is a fully remote position, open to applicants in United States.
• Accountable for senior-level negotiations and administration of contracts, as well as overseeing any designated teams of contracts professionals responsible for managing the contract lifecycle for assigned portfolios.
• Concentrate on the pre-award phase of the contract lifecycle, leading the creation and execution of a structured pre-award contracts function within the contracts department.
• Collaborate with the leadership team in the contracts department to enhance the training platform available to internal stakeholders regarding essential contract concepts and requirements.
• Enhance the repository of pre-award templates and related guidance, including business volume templates, teaming agreements, MOUs, NDAs, and compliance matrices.
• Ensure timely and adequate engagement of contracts staff in pre-award activities related to their assigned responsibilities.
• Analyze intricate and wide-ranging regulations and guidelines from various donors, offering guidance on critical and complex issues for effective resolution.
• Oversee the selection, development, and assessment of assigned personnel and budgets, which includes recruitment, setting performance expectations, conducting performance evaluations, and recommending personnel actions based on performance.
• A Bachelor’s degree or its international equivalent in Business Administration or a related discipline.
• A JD or MBA (or another relevant advanced degree) is preferred.
• A Master’s degree along with 10+ years of relevant experience or a suitable combination of education and experience, which includes 6 years of management experience.
• A Bachelor’s degree alongside 12 years of experience, including 6 years in a management role.
• At least 8+ years of experience in a contracting authority role within Federal Government acquisition or assistance processes, or a comparable field.
• Substantial experience (minimum of 7 years) in reviewing, negotiating, and managing contracts, with a specific focus on contracting with USG agencies, foundations, and multilateral development organizations such as the World Bank and UN agencies.
• Proficiency in USG, commercial, and private acquisition and assistance processes.
• Experience in negotiating, administering, and managing clinical research and research contracts across USG, private/foundation, and commercial sectors.
• Proven leadership capabilities.
• Prior management experience overseeing multiple direct reports.
• Proficient in reading, writing, and speaking English.
