• Administer, configure, and sustain Jira environments that cater to various Agile teams and program initiatives.
• Oversee workflows, custom fields, issue types, dashboards, permissions, notifications, and automation rules.
• Assist Jira projects that align with scaled Agile methodologies, including sprint planning, backlog management, and reporting.
• Create reporting to facilitate: flow visibility (cycle time, throughput, WIP), dependency tracking, and program-level insights.
• Ensure data integrity to support precise reporting and informed decision-making.
• Collaborate with Product and Delivery leadership to synchronize Jira usage with the program’s operational model and delivery goals.
• Resolve system issues, user access requests, workflow challenges, and configuration updates.
• Aid in the integration of Jira/Confluence with other enterprise tools as necessary.
• Produce documentation, user guides, and standard operating procedures.
• Maintain a platform backlog and roadmap focused on continuous enhancement.
• Offer end-user training and ongoing support to both technical and non-technical users.
• Engage in client meetings, status reviews, and program discussions as a reliable advisor and technical resource.
• Ensure adherence to federal security, documentation, and operational standards.
• Bachelor's degree in Information Systems, Computer Science, Business, or a related field (or equivalent experience).
• 5+ years of practical Jira administration experience.
• Experience supporting federal government contracts and Agile software development initiatives.
• Proficient in administering Jira Data Center.
• Experience with Jira migrations or significant reconfigurations.
• Solid understanding of Jira administration, workflows, permissions, schemes, dashboards, filters, and reporting.
• Experience in Agile and/or SAFe environments.
• Comprehensive knowledge of the SDLC and Agile project management methodologies.
• Familiarity with Atlassian tools such as Confluence and Jira Service Management is preferred.
• Exceptional troubleshooting, organizational, and analytical abilities.
• Strong written and verbal communication skills.
• Capacity to interact professionally and confidently with government clients and senior leadership.
• Excellent presentation and facilitation skills in both technical and non-technical discussions.
• Ability to gather requirements, translate business needs into Jira solutions, and articulate recommendations clearly.
• Strong customer service orientation with a focus on responsiveness and detail.
• Capability to manage competing priorities in a dynamic client environment.
• Proven track record of building relationships and maintaining credibility with stakeholders across multiple teams.
• Atlassian certifications are preferred (ACP-JA, ACP-620, etc.).
• SAFe certification or experience supporting SAFe programs.
• Experience in supporting DHA, DoD, or healthcare IT programs is preferred.
• Familiarity with reporting and metrics tools such as Power BI or advanced Excel reporting.
