This is a fully remote position, open to applicants in United States.
• Oversee the development and continuous upkeep of the MS Access front-end application, which includes creating forms for data entry and retrieval, generating queries for reporting and data updates, maintaining local reporting tables, and automating recurring data processes.
• Design and manage the ODBC connectivity layer between the MS Access front end and the cloud-hosted MariaDB/MySQL backend, ensuring reliable and efficient communication between different application tiers.
• Create and sustain queries, stored procedures, and data workflows that facilitate budget formulation, approval of expenditures, allocation of funds, management of vendors and contracts, tracking of inter- and intra-agency agreements, and obligation of funds.
• Conduct bulk data loads and updates to ensure accurate financial data across multi-year budget cycles, which include thousands of rows of plan data, contract records, agency agreements, and fund obligations.
• Develop, maintain, and refresh MS Excel-based reports utilizing Pivot Tables linked via ODBC to MS Access front-end queries; guarantee the daily refresh of standard reports and create new reports as needs evolve.
• Document all reporting processes, detailing data sources, query logic, refresh schedules, and output formats to ensure continuity and facilitate audits.
• Manage version control and environment settings for the MS Access file, ensuring that changes are adequately tracked, tested, and deployed in a controlled manner among the user community.
• Perform continuous performance tuning, resolve errors, and monitor data integrity; address user-reported issues and proactively identify system irregularities.
• Maintain role-based access management across the user base; ensure that appropriate permissions are assigned, documented, and audited.
• Store and distribute the MS Access file, Excel reports, and user documentation via a SharePoint site; ensure all tool-related materials are organized and easily accessible.
• Create and maintain technical documentation for all forms, queries, tables, automation processes, and data management procedures.
• Assist in requirements management by converting stakeholder needs into technical specifications and implementing changes in accordance with governance and budget timelines.
• Conduct research on new technologies to discover opportunities for enhancing tool performance, scalability, or functionality within the federal IT environment.
• More than 8 years of practical experience in MS Access development, encompassing forms, queries, macros, VBA automation, and table architecture in an Office 365 (64-bit) environment.
• Proven expertise with MariaDB or MySQL, including database design, query optimization, stored procedures, and ODBC integration with MS Access front-end applications.
• Strong SQL proficiency; experience in crafting complex queries for reporting, data validation, and bulk data operations over extensive multi-year datasets.
• Experience in building and maintaining MS Excel reporting solutions utilizing Pivot Tables with real-time ODBC connections to database back-ends.
• Demonstrated capability to manage the entire development lifecycle of a database application—from requirements gathering and design to testing, deployment, documentation, and ongoing support.
• Background in supporting federal IT financial data systems, including budget execution, tracking obligations, managing inter-agency agreements, or similar financial workflows.
• Excellent written communication skills; ability to produce clear technical documentation and convey findings to both technical and non-technical federal stakeholders.
• Familiarity with SharePoint as a document repository and file distribution platform.
• U.S. Citizenship is required; must be able to obtain and maintain a federal Public Trust clearance and HSPD-12 credentials.
